Position Summary Leads the design, coding, testing, debugging and evaluation
of highly complex applications software. Analyzes and improves existing
programs. Develops programming and documentation standards as needed. Duties
and Responsibilities Works with users to identify highly complex problems,
develops and documents requirements. Analyzes existing programs or formulates
logic for new systems. Devises logic procedures, prepares flowcharting and
detailed specifications and performs coding. Performs a variety of testing
procedures on assigned products, analyzes test results, and corrects problems.
Develops conversion and system implementation plans. Prepares and obtains
approval of system and programming documentation such as user manuals, product
specifications, and training materials. Recommends changes in development,
maintenance and system standards. Trains users in conversion and
implementation of system. Prepares reports on analyses, findings, and project
progress, and presents results to management and/or customer personnel.
Participates in the preparation of technical proposals. Performs research on
emerging technologies to determine impact on application execution. Provides
technical advice or consultation on highly complex programming applications.
Provides work leadership to less experienced Programmer Analysts. Education
and Experience Bachelor¿s degree in related discipline plus at least 8 years
of directly related experience or a Master¿s degree and 6 years of experience.
In some cases, educational requirements may be adjusted or waived for more
than 15 years applicable work experience. Work experience may be adjusted for
highly specialized knowledge or uniquely applicable experience for positions
involving new technology or labor market shortages as reflected by market
survey data. Knowledge, Skills, Abilities Comprehensive knowledge of the
principles, practices, and procedures used in computer programming. Strong
knowledge of one or more specific technologies may be required, depending on
job assignment. Excellent interpersonal skills. JITC and ATEC experience
preferred. Applicants must hold at least a secret clearance and eligible to
obtain a TS clearance after employment.
