Position Summary As the organizational expert in the field, designs, codes,
tests, debugs and evaluates extremely complex applications software. Analyzes
and improves existing programs. Develops programming and documentation
standards as needed. Duties and Responsibilities Consults with users to
identify highly complex problems critical to the organization, develops and
documents requirements. Analyzes existing programs or formulates logic for new
systems. Devises logic procedures, prepares flowcharting and detailed
specifications and performs coding. Performs a variety of complex testing
procedures on assigned products, analyzes test results, and corrects problems.
Develops conversion and system implementation plans. Prepares and obtains
approval of system and programming documentation such as user manuals, product
specifications, and training materials. Consults with management and
recommends changes in development, maintenance and system standards. Trains
users in conversion and implementation of system. Prepares reports on
analyses, findings, and project progress, and presents results to management
and/or customer personnel. Participates in the preparation of technical
proposals. Performs advanced research on emerging technologies to determine
impact on application execution. Provides technical advice or consultation on
extremely complex programming applications. Provides guidance to less
experienced Programmer Analysts. Education and Experience Masters degree in
related discipline plus 10 to 12 years of directly related experience. In some
cases, educational requirements may be adjusted or waived for more than 20
years applicable work experience. Work experience may be adjusted for highly
specialized knowledge or uniquely applicable experience for positions
involving new technology or labor market shortages as reflected by market
survey data. Knowledge, Skills, Abilities Expert knowledge of the principles,
practices, and procedures used in computer programming. Expert knowledge of
one or more specific technologies may be required, depending on job
assignment. Excellent interpersonal skills. A security clearance of an
appropriate level may be required after employment. JITC and ATEC experience
preferred. Applicants must hold at least a secret clearance and eligible to
obtain a TS clearance after employment.
