The Division of Developmental Disabilities (DDD) is seeking an experienced and highly motivated individual to join our team as an Employee Relations Specialist.
Conducts employee relations investigations often involving complex employee matters or inquiries and meets and interviews employees at all levels throughout the state
Conducts research relative to the subject issues and prepares investigative reports, official responses, and other documents, including Notice of Charges, formal and informal corrective/disciplinary letters and performance improvement plans for the Division’s Assistant Director’s and DES Director’s review and signature
Provides technical assistance and advice to division management, employees, and the public regarding laws, Arizona Department of Administration (ADOA) rules and regulations, federal and state regulations, Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), Americans with Disabilities Act ( ADA), Personnel rules and DES policies and procedures
Confers with the Attorney General’s office for responding to complex legal issues
Prepares executive summaries specified situations and presents to senior leadership and follows through with management to ensure resolution; Promotes consistency in management’s use of progressive disciplinary process
Counsels employees and supervisors on policy compliance including harassment and employment preference, and techniques such as team building
Drafts division responses to Equal Employment Opportunity Commission (EEOC) charges for the Assistant Director’s review and signature; investigates and responds to complaints issued by the Director’s office of Equal Opportunity; drafts responses to covered employee grievances and employee concerns
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Human resources, state and federal employment laws, rules and regulations
Administrative techniques, interviewing techniques, investigation reporting, and writing/formatting
Arizona State Personnel Rules (ASPS), Americans with Disabilities Act (ADA), Health Insurance Portability and Accountability Act (HIPAA) and Equal Employment Opportunity Commission (EEOC)
Human Resources information systems and other related software
Effective oral/written communication and public speaking/presentations
Conducting research and compiling data in concise reports
Time management and analytical decision making
Establish and maintain effective working relationships with a diverse group of staff and various levels of management, other state agencies, community resources, vendors and the public
work in a fast paced environment, multi-task, set priorities and manage a diverse range of administrative functions
Develop effective operating procedures; problem solve various issues and execute appropriate independent judgment
- The ideal/preferred candidate will have a Bachelor’s Degree in Human Resources, Business Administration or other related field from an accredited college or university and three (3) years in an Employee Relations Specialist role
Must possess a valid Arizona Driver’s License. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) and have an acceptable driving record for the last 39 months including no DUI, suspensions or revocations and less than 8 points on your license.
Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees
Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
